Christian Ude: “Zunächst einmal wäre es gut für Deutschland und natürlich auch für Bayern. Und wir in München wissen ganz besonders, wie gut sich Olympische Spiele auswirken. Da wird die Infrastruktur aufgebessert, da werden auch viele Schritte nachgeholt, die längst erforderlich gewesen wären. Und es werden Sporteinrichtungen geschaffen, von denen man jahrzehntelang profitieren kann.”

Was zeichnet die Bewerbung aus Ihrer Sicht aus?

Ude: “Die Münchner Bewerbung ist das Nein zum Gigantismus, wie wir es in Sotschi gerade sehen. Was da im Bergbereich alles betoniert wird, hat mir die Sprache verschlagen. In München ist das Stadion ja schon da, das neue Olympische Dorf wird dringend gebraucht, weil wir nichts nötiger haben als Wohnungen in München. In Garmisch-Patenkirchen und im Berchtesgardener Land sind fast nur Wettkampfstätten vorgesehen, die es schon gibt.”

Wenn aber Wohnungen im Areal des für 2022 vorgesehenen Olympischen Dorfes so dringend benötigt werden, warum entwickeln Sie es dann nicht schon vorher?

Ude: “Das ist Areal des Bundesverteidigungsministeriums. Und das Ministerium würde diese Areale niemals hergeben, wenn nicht der Entscheidungsdruck durch Olympische Spiele bestünde, an denen gerade der Verteidigungsminister ein besonderes Interesse hat, wenn man daran denkt, wie viele Bundeswehrangehörige an Winterspielen teilnehmen. Nur bei einer Aufgabe von nationalem Interesse haben wir eine Chance, an das Areal heranzukommen.”

Bei der letzten Bewerbung für die Winterspiele 2018 war München chancenlos gegen das südkoreanische Pyeongchang. Warum soll es diesmal klappen?

Ude: “Wir haben bei der ersten Bewerbung für 2018 einen Nachteil zähneknirschend in Kauf genommen, dass das Bauvorhaben in Garmisch unbestritten sehr groß war, damit wir ein kompaktes Bewerbungskonzept liefern konnten. Jetzt haben wir nicht mehr Südkorea als Mitbewerber und können uns hier etwas mehr erlauben und haben eben auch Ruhpolding mit Biathlon und Langlauf in die Bewerbung miteinbezogen.”

Ude: “Das ist ja ganz offensichtlich. Wir haben ja gesehen, was der Wunsch des Internationalen Olympischen Komitees für 2018 war, das war der Wunsch nach kompakten Spielen.”

Man muss also auf das IOC eingehen, wenn man gewinnen will?

Ude: “Ja sicher, das war ein Wunsch des IOC. Jetzt haben wir mehr Freiraum und können vorhandene Sportstätten in Ruhpolding miteinbeziehen in die Bewerbung.”

Das IOC bestimmt also die Spielregeln. Sie selbst haben den Ausrichtervertrag, den Sie für Olympische Spiele unterschreiben müssten, als ‘Zumutung’ bezeichnet. Wie können Sie ihn dann akzeptieren?

Ude: “Es gibt eben nur ein Olympisches Komitee, das Olympische Spiele auf diesem Globus vergibt. Daraus ergibt sich eben, dass es bei Verhandlungen einen längeren und einen kürzeren Hebel gibt. Ich bin als Rechtsanwalt und Bürgermeister auch lieber am längeren Hebel. Wenn also eine Stadt Olympische Spiele ausrichten will, dann kann sie eben nicht wie gegenüber einem Konzertveranstalter sagen, was in der Stadt vorgeschrieben ist, sondern sie muss einen Weg finden, mit dem IOC handelseinig zu werden. Und darum bemüht man sich eben nur, wenn die Vorteile eines Olympischen Ortes die finanziellen Lasten überwiegen.”

Aber ist es dann nicht an der Zeit, dem IOC mal die Stirn zu bieten?

Ude: “Selbstverständlich. Ich bin ja der erste Oberbürgermeister, der bei Fußball-Länderspielen gesagt hat, wir nicken nicht einfach nur ab, was sich der Fußball-Weltverband FIFA gewünscht hat, sondern wir müssen verhandeln, was wirklich zumutbar ist. Auch die Sportministerkonferenz sagt ja, wir brauchen eine neue Balance von internationalen Sportverbänden und Ausrichtern. Aber da kann man sich nicht durchsetzen, wenn man sagt, ohne uns, wir spielen da nicht mit.”

Trotzdem müssen Sie bei möglichen Winterspielen 2022 alle Kröten schlucken, die das IOC Ihnen serviert.

Ude: “Also wir haben bisher keine Kröte geschluckt, die uns nicht als vertretbar erschien. Aber hier kann man doch nur etwas verbessern, wenn man am Dialog teilnimmt.”

Ude: “Es gibt sehr wohl einen Dialog. Und ich sage auch, München hat von den Olympischen Spielen, die es 1972 schon einmal ausrichten durfte, ausschließlich profitiert, und zwar bald ein halbes Jahrhundert lang.”

Sie haben also keine Sorgen, dass am Ende Olympische Spiele 2022 einen Nachteil für München und die Umgebung hätten?
